Checks if the getTargetRebarEdgeNumber method can be called for the RebarConstraint.
Remarks:
The RebarConstraintType of the RebarConstraint must be 'ToOtherRebar,' and the RebarTargetConstraintType must be 'Edge' or 'BarBend'.
