The applicable rounding method for shared parameters used by rebar.

Remarks:
IsActiveOnElement property of ReinforcementSettings RebarRoundingManager has to be true. ApplicableSegmentLengthRoundingMethod is meaningless if ReinforcementSettings RebarRoundingManager IsActiveOnElement is false.
