Gets the stagger length taking into account the specified Rebar Splice Type.

Exceptions

Exception	Condition
ArgumentException	The rebarSpliceTypeId doesn't represent a valid Rebar Splice Type. It should be an ElementType of BuiltInCategory.OST_RebarSpliceType category.
